Under the State’s revaluation guidelines, the revaluation cycle requires statistical updates every third and sixth year, and a full revaluation every ninth year. The purpose of the revaluations is to reconcile property assessments to their full and fair cash value as of December 31st of any revaluation year.
The Town of South Kingstown's revaluation cycle is as follows:
- Tax Year 2015 - Statistical Revaluation
- Tax Year 2018 - Statistical Revaluation
- Tax Year 2021 - Full Revaluation
- Tax Year 2024 - Statistical Revaluation

The Town of South Kingstown has entered into a contract with Vision Government Solutions (Vision) of Hudson, MA to develop and implement the State-mandated Statistical Property Revaluation, under State Law, 44-5-11 and 44-5-11.6. Currently, under State Law, revaluations are conducted every three years.
The effective date of this Statistical Revaluation is December 31, 2018 with assessments appearing on the July 2019 tax bills.
This project will commence this May with Vision analyzing sales, verifying the dwellings exterior measurements, and in some cases requesting a brief interior inspection on properties that sold during the past year. The intent is to gauge market conditions that exist for 2018.
All properties will be reassessed.
All Vision employees will carry photo identification and a letter of introduction from the Assessor's Office. Each Vision employee will also have a background check completed by the Revaluation Company and the South Kingstown Police Department.
In February of 2019, notices will be mailed to property owners informing them of their new proposed assessments. Owners wishing to meet with Vision employees to discuss or review their new assessments will be able to schedule hearings in March of 2019.
This Statistical Revaluation will not affect your July 2018 tax bill. It will be reflected in the July 2019 tax bill.

2018 REVALUATION ASSESSMENT NOTICES
The revaluation company hired by theTown, Vision Government Solutions, mailed new assessment notices on Friday,February 15, 2019.
New assessments can be viewed on the Vision Government Solutions web site, www.vgsi.com (Vision Government Solutions, taxpayer information, Assessor’s online database). This website will allow inquiry access to the Assessor’s database, including value summary, building data, sales search, and general valuation information.
Any property owner wishing to have their new assessment reviewed with a representative of Vision Government Solutions, may schedule an appointment by calling their toll free number at 1-888-844-4300 between the hours of 9:00AM-4:00PM, Monday-Friday. Please have a copy of your assessment notification letter with the PID number listed at the top of the letter to book your appointment by Monday March 4, 2019. Please keep in mind that the call center operators making appointments are not qualified to discuss values or data.

NOTE: the previous assessments currently on record represent market values resulting from the 2015 revaluation program.
PLEASE DO NOT USE THE OLD TAX RATE to calculate orestimate taxes using the new assessments. A new tax rate will be established once the reassessment process has beencompleted and the tax roll iscertified in June of 2019.
Please note that these informal hearings are by appointment only and will be held in the conference room on the 2nd floor of the Town Hall. This would be the time to review and present evidence supporting what you believe is the fair market value, such as comparable properties in your area. The results of your hearing will be mailed to you when the hearings and review process are complete.
Individuals who are unable to attend a hearing may appeal to Vision Appraisal in writing by March 15, 2019. Letters should be sent c/o South Kingstown Tax Assessor’s Office, 180 High Street, Wakefield, RI 02879.
